Santo Domingo.- The Ombudsman, Pablo Ulloa, announced this Monday that ten Houses of Rights will be inaugurated in 2026, conceived as permanent spaces for orientation, listening and citizen empowerment, as well as to assist people whose rights have been violated.
"In 2026, we will consolidate our territorial strategy with the installation of the Houses of Rights in the ten unique planning regions, in collaboration with public and private universities, as established by Law 345-22, which recognizes the territory as a management unit," explained Ulloa during the presentation of his management report before the National Congress.
During his speech, he also highlighted the positive impact of initiatives such as the Ombudsman's Volunteer Program, the Route of Rights, Dialogues in Your Community, and Animated Constitution, noting that these have contributed to fostering a more aware citizenry and reducing ignorance about fundamental rights.
According to the 2024 National Human Rights Survey, thanks to these actions, the institution headed by Ulloa is positioned as the most trusted in the defense of fundamental rights, with a 57.5% support nationwide.
In addition, it reported that during 2024, 9,324 cases (both individual and collective) were addressed with a response rate of 96.2%.
Regarding direct assistance, 2,336 cases were managed, representing a 109.5% increase compared to the previous year. Also, 965 cases were taken up ex officio, reflecting a 271% growth, and the inspections carried out increased by 54% compared to 2023.

Finally, Ulloa emphasized that more than 312,000 people benefited from the training programs, educational campaigns, social media activities, and partnerships with academic institutions.
