Bonao, Monseñor Nouel. – The Monseñor Nouel Aqueduct and Sewerage Corporation (CORAMON) and the Dominican College of Engineers, Architects and Surveyors (CODIA), Monseñor Nouel Chapter, signed an important Interinstitutional Framework Cooperation Agreement with the purpose of strengthening the technical quality of water infrastructure works, promoting continuous training for professionals in the province, and fostering public management based on transparency and efficiency.
The signing ceremony took place at the CODIA premises, with the participation of executives and members from both institutions. The agreement was signed by the General Director of CORAMON, Lic. César Emmanuel Cerda Minaya; the President of the Board of CORAMON, Lic. Leonardo Peralta; and the President of CODIA, Monseñor Nouel Section, Eng. Jesús Manuel Vargas Abreu.
Through this agreement, both entities establish a formal framework of collaboration to develop technical assistance programs, knowledge exchange, and specialized training, aimed at raising quality standards in projects related to drinking water and sanitary sewer systems in the province.
As part of the commitments undertaken, CORAMON will timely socialize calls for work raffles and public bidding processes, in accordance with the principles of free competition, equal opportunities, and transparency, encouraging the participation of local professionals. Likewise, it will provide physical spaces and logistical support for the realization of joint training activities.

For its part, CODIA will provide specialized technical advice when required by CORAMON, in addition to promoting among its members strict compliance with design, construction, and professional ethics standards. It will also develop continuing education programs, seminars, workshops, and conferences on sanitary engineering, environmental management, water treatment, and current regulations regarding water matters.
The agreement also establishes the creation of a Joint Monitoring Commission, composed of representatives from both institutions, responsible for developing the annual work plan, coordinating joint actions, and periodically evaluating the results obtained, ensuring the fulfillment of the established objectives.

Similarly, the agreement includes provisions regarding the confidentiality of shared technical information, mechanisms for amicable dispute resolution, and the possibility of termination upon prior notice, while preserving the continuity of ongoing activities.
The parties established that this agreement does not imply automatic financial commitments or direct resource transfers. Any initiative requiring public investment will be developed through specific agreements, in accordance with the legal provisions and controls established by the Dominican State.
The agreement will be valid for two years, with the possibility of being extended by mutual agreement, reaffirming the commitment of CORAMON and CODIA to work in a coordinated manner to promote the sustainable development of the water infrastructure of Monseñor Nouel and contribute to the technical strengthening of engineering, architecture, and surveying professionals for the benefit of the entire province.
